In continuation of War Office letter of the 22nd

ultime (in reply to yours of the 8th idem,6328/1919)

I am commanded by the Army Council to acquaint you, for

the information of Viscount Milner, that they have now

further considered the question of the proposed transfer

of the Kowloon Peak Barrack site, and have decided that

in view of the changed circumstances since this transfer

was agreed to in 1914 they cannot proceed in the matter

until the question of the defences and garrison of Hong

Kong has been reconsidered in the light of future

possibilities,
